The City of Pass Christian, Mississippi, will receive electronic or sealed bids for the construction of the:
WEST SMALL CRAFT HARBOR WEST BULKHEAD WALL REPAIRS - PHASE II
at the Office of the City Clerk, City Hall, 200 West Scenic Drive, Pass Christian, Mississippi, during normal office hours at any time prior to the designated bid date, but not later than 3:30 p.m. on the date of the bid opening. Bids will be publicly opened and read aloud at a regular meeting of the Board of Aldermen at 6:00 P.M., March 18, 2025. The meeting will be held in the Board Room at the City Hall Complex located at 200 West Scenic Drive.
All bids must be addressed to the City of Pass Christian marked “SEALED BID TO BE OPENED AT 6:00 P.M., 18th DAY, MARCH, 2025, for the WEST SMALL CRAFT HARBOR – WEST BULKHEAD REPAIRS – PHASE II”, and specify the name of the bid item. If a bid is submitted by mail, the address of City of Pass Christian is “200 West Scenic Drive, Pass Christian, MS 39571”. If a bid is hand-delivered, the street address is the same as the mailing address.
When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic bids shall include a document representing the cover of the envelope containing the aforementioned criteria.
This project is funded by the Gulf of Mexico Energy Securities Act and must comply with all provisions of federal procurement guidelines.
Bids are invited for the construction of approximately 326+/- linear feet of concrete bulkhead and concrete sidewalk paving with drainage cuts, inclusive of restoration of existing asphalt pavement and timber piers, as well as the utilities for same. The new bulkhead wall is intended to be constructed with prestressed concrete sheet piles and grouted micropile anchors. The work is located along the west wall of the West Small Craft Harbor and will extend from the northern end of the Charter Fishing Boat area to the south breakwater cylinder piles. Operations must include provisions for providing uninterrupted access to the Charter Fishing Area. The Owner reserves the right to dictate the sequence of the work and where the Point-of-Beginning will be established. Operations must include provisions for providing uninterrupted access to the Charter Fishing Area and Pier P-2. The Contractor shall be required to provide temporary ADA compliant (1V:12H) ramps between the Shaggy’s ground level outdoor area and the charter fishing area and also between the charter fishing area and Pier P-2. An Alternate No. 1 has been included to provide for a temporary limestone access road to the Southwest Parking Lot which extends from the north side of Ricky Levy Park to the west and then south to the asphalt pavement near the enclosed dumpsters.
The City is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after the designated bid opening time. Bids may be delivered in person to the Office of the City Clerk prior to the bid opening at the time, date and location listed above.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
All bidders must make positive efforts to use small and minority owned business and women business enterprises.
A certified check or bank draft payable to the order of City of Pass Christian, Mississippi, negotiable U.S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety licensed under the laws of the State of Mississippi, in an amount equal to five percent (5%) of the total bid for “West Small Craft Harbor – West Bulkhead Repairs – Phase II”, shall be submitted with each bid.
Direct contact with any City employee, including Administration and Board of Alderpersons, on the subject of this proposal is strictly forbidden. Violation of this paragraph can result in disqualification of your submission.
The Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For the purposes of submitting a bid, the Bidder shall possess a current commercial contractor’s license from the Mississippi State Board of Contractors. The license shall be in the correct classification of licensure that will allow the perspective bidder to perform the work described in the bid documents.
The City of Pass Christian, Mississippi, reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The City also re- serves the right to reject any or all bids or to waive any informalities in the bidding.
Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such State’s treatment of non-resident contractors.
Bids may be held by the City of Pass Christian, Mississippi, for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
